This happened with me too when i bought new pc with nvidia ge force 450 1 gb.I installed the Gpu drivers and all fine.
Installyour GPU latest drivers.
I've got all my drivers up to date. easy
just go to your gta-vc.exe properties, and change compatibility mode..

Maybe gfx card doesnt support the current resolution? Try to delete gta_vc.set .
