Get a new copy of Vice City . i suggest to download new torrent. Don't use CD's from CD'S Stores..

I once experienced that error i tryed replacing the executable with a new one and regedit the dir to make it work..

your sound drivers are installed or not  ? if you are not confirm about that,
then go to your vice city game folder, and run single player, and check that you r getting sound in single player or not ?

KDP nothing you do .just go to re-install vice city .you can use CD or direct download .

my computer sound and graphic drives were  uninstalled   :o

re-installed the drives
