That is not a problem, even though his IP changes, his subnet is always the same. Here in Portugal the IP's are all dynamic too.

at morning (in my time zone) i played with him he warps alot and playing like a nab immature

did u see his ping spiking? or u concluded that cz of his warps? also in what server did you test him as high pingers( even low pingers though) always warp at SvM n XE( being particular)...

There's no such thing as "dynamic ping". There's only dynamic IP. If a player's ping is always changing from high to low that doesn't mean it's named "dynamic ping", just means he has ping spikes. I'm not saying you should change your vote, you are free to vote whatever you like, I'm just saying there's no such this as "dynamic ping"
