As for his skills they are good enough, however his english is in a very bad shape and now that I see what ShOtinG posted, I see that you don't have much experience on how clans work. So my vote is a no.

EA and SvM are not our problem :P, but even with that i am fucking agree with you NewK, NO BANNED MEMBERS even if some servers are scripting skills/ideas less ones like XE (idc about the future replies :P) we cannot fuck our reputation accepting members like him also:

N i played with him he dont have enough experience or knowledge how clan works.
U need to play more n make ur self better in vcmp n improve ur english cux its the way u can easily communicate to vcmp community. Feel Free to reapply later in future.
