I don't believe you at all, if you have two computers, it's easy to do that. And don't try to justify yourself, it's impossible to use somebody's IP to "troll" people as you said.

One can proxy other person IP easily. If he have dynamic ip and his ip changes with every time he closes his modem then yeah if that guy is in his region then they surely can have same ip. Here same ip means that day 1 this guy have xxx ip and day 3 the other person have that same xxx ip.
