He has been in another clan and the ranking there is not much different than here, it's not like he didn't put any effort, he did, 
but in another place. The lower ranks are for improving yourself and he already passed this period. Perhaps you're right about
giving full membership straight away, since the lower ranks can test your loyalty too, but just because some members are giving MK it doesn't necessarily mean that he'll be accepted this rank.

Alright everyone, let me just provide some insight into each of our ranks' purposes since there seems to be some people that are confused about this. This is understandable since I haven't posted these guidelines before. The following is simply a collection of what happens to 90% of all applications made to join the clan:

MKt - This rank is assigned to applicants on the following situations:

• When we don't know the applicant, or don't fully trust him yet
• When the applicant is a new vcmp player
• When the applicant has never been in a clan before or doesn't fully understand how a clan works
• When the applicant has had a bad past but we have decided to give him a chance

MKt members will be promoted to MKs if they remain active for a long period of time and also, if during that period, they don't do anything wrong, like bad behaviour, infringing server rules, being banned, etc...
MKs - This rank is assigned to applicants on the following situations:

• When the most of us already know the applicant
• When the applicant already has a decent amount of vcmp experience
• When the applicant has been in previous clans or fully understands how a VCMP clan works (attaining full membership in his previous clan is a plus)
• When the applicant has a clean recent record

MKs members will be promoted to MK by proving their loyalty to the clan, that is: being active for a very long period of time. Also the previous requirements of not doing anything wrong during that period still apply. It is a also a requirement that the member must be able to communicate properly in english to be promoted to MK. Their english doesn't have to be perfect as long as we can fully communicate with him without issues.

MK - This rank is very rarely assigned to applicants that make an application and most of the times it's attained by leveling up from Scout(MKs) but when we do assign this rank to a new applicant, we do so under the following situations:

• When the most of us already know the applicant very very well
• When we trust the applicant 100% not to leave the clan
• When the applicant has been in previous clans or fully understands how a VCMP clan works (attaining full membership in his previous clan is a plus)
• When the applicant has a clean recent record
• When the applicant is currently active ingame
• When the applicant has a vast ammount of experience with VCMP

Now about the application;

It's nice to see you again Blurry. I will vote for MKs. Blurry's been around for quite a while now and most of us know him already, for those that don't know him or are having doubts, you are free to your own opinion of course, but if you want, you can also trust us when we say that he deserves the scout position.

Given that Blurry is currently not very active, the scout rank is the best choice here in my opinion.
