Official VC:MP forum and master list is down. Because they both hosted with the same host.

Nope. I just found(For LU) Vrocker is dong some major changes to his servers, forums, etc.
But for VC:MP, I think falcon or maxorator for got to pay there Dedies

that was dying. yesterday i played on several servers with the help of master list. the official site is also up. why don't you check?
