One can proxy other person IP easily. If he have dynamic ip and his ip changes with every time he closes his modem then yeah if that guy is in his region then they surely can have same ip. Here same ip means that day 1 this guy have xxx ip and day 3 the other person have that same xxx ip.

Me and faf almost the same age. We reside in same area and if you ip alias or check mine and faf's ip too then you will see we have had same IP's too at times. That really doesnt mean we are the same persons right?
